I negate the Resolution - that Public colleges and universities in the United States ought not restrict any constitutionally protected speech.

Constitutional protection refers to those basic protection guaranteed by the U.S. Constitution.
My Criteria is Public Discourse. The most important way people participate in society is through an open public discourse. Exchanges of ideas, political debates, and public advocacy are all necessary to make our democracy function. Free Speech is important, but it is most important if it is part of a Discussion, which is a Social interpretation of speech rather than an Individual interpretation of speech.

2. Affirmative authors use free speech as distraction to dismiss the actual harms and oppression suffered on campus by minorities – Free Speech Fundamentalists marginalize important concerns by minority students who are prevented from participating equally in campus society.

1. The affirmative claims to promote "Free Speech," but their value of free speech is based on Individual Liberty. My value of Discourse recognizes that speech occurs as part of a discussion – it occurs in the Context of the campus community. The affirmative is only concerned when a government or university prevents someone from speaking – they ignore that social hierarchies and oppression can also prevent people from feeling Safe to speak. This contextual interpretation of speech is more appropriate for Equal Participation.

There is every reason to disagree with the Missouri professor, and I worry,

3. This undermines a public discourse and "free speech" - A free and open discourse on campus presumes that all people feel safe to participate in that discussion. This must include examining how historical and structural discrimination has excluded groups from discussions.
