A. Counterplan text - Public colleges and universities in the United States ought not restrict constitutionally protected speech that criticizes the military's policies – EXCEPT for banning speakers with a racist history and / or who advocate for hate speech.
B. Competition – Counterplan competes via mutual exclusivity. I clarified in CX that the aff defends ANY speaker being allowed on college campuses. Further the Wilson, the solvency advocate, says that “ All colleges should prohibit banning speakers, even if they dissent from a particular orthodoxy.”

There are plenty ‘free speech’ conversations on facebook – when have you ever seen one result in a reasoned acceptance of consensus. For the past 2 months facebook has been a toxic mess of fake news, and accusations back and forth of crooked Hillary. Your position’s optimism is unjustified.  
The alternative is to reject the constitution as an excuse for racism. The alt ruptures the myth of white virtue: they are not simply ignorant or looking to play ‘devil’s advocate.’ The alternative creates the platform necessary to define freedom and equality substantively not formally.
